John Bull to Britannia - ''Serve 'em right! They've whistled for the wind and got it!''.

Political poster probably issued by the Liberal Party: John Bull stands on a clifftop with Britannia, watching the Tory party longboat floundering on waves marked 'Army Reform, 'Volunteers', 'Tariff Reform', 'Education', 'Finance', 'Chinese Labour', 'Bye Elections' & 'Licensing Act'. Their sail, marked 'Unionism', is ripped. The flag at the top of the mast is a golf bag. The names written on the boat are Prime Minister Arthur Balfour, Joseph Chamberlain, Austen Chamberlain (the Chancellor of the Exchequer), St John Broderick & H. O. Arnold-Forster.
The Tory government was indeed floundering: Balfour's administration fell in the general election of December 1905, in which he lost his own seat.
